The Demise of the 28-Clause Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: positive announcements are delivered from various governments. Considerable effort is devoted on restraining particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from across the border, a capacity afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats streaked across the sky – modern combat jets delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense thundered: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely delivered by partner states. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, sparing the city from catastrophe and further power outages.

Continuous Dangers

Soon after, a heavy machine gun opened up on a aerial vehicle close by, part of a rapid response unit – almost certainly imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.

Periodically, this continued until dawn. Kyiv faced the early updates: multiple fatalities, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – living the war. But those entire period encapsulated Ukraine's vital need on international aid – a reliance that neighboring countries are clearly incapable to replace in the near term.

Ineffective Peace Efforts

The comprehensive proposal from Washington generated strong feelings, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new proposal from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This pattern will, certainly, endure.

Tactical Assessments

It is easy to blame certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a principle well known to experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is unrealistic to compel Moscow to abandon the territory that it presently holds in Ukraine's south or east.

The challenge is that while recognising this factual reality, American administration does nothing to deter Moscow, through diplomacy or military means, from thinking that the current condition will not change more in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but preventing a complete military breakdown until situations evolve in its advantage.

Present Conditions

Factually, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their task will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a only one week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all served their function.

While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
